French customs officers are in their third week of industrial action. The custom officers are not on strike but are carrying out longer and more thorough checks than normally which leads to severe delays and train cancellations. Besides a long standing conflict over working conditions they resorted to industrial action to warn that they are not ready for Brexit because there has not been sufficient preparation for a no-deal Brexit. It remains unclear how long the industrial action will continue to affect train traffic between the UK and France.

The government wants to cut down employment benefits for the highest income groups. Unemployment benefits in the country are normally negotiated with trade unions and constitute on average 68% of a worker’s previous wages. This means that if highly paid workers lose their job they can get unemployment benefits up to 7700 euro a month. The average amount of unemployment benefits, however, lies around 1200 a month. The government defends its plans to reduce the amount of employment benefits by comparing the countries’ policies with other OECD nations than on average pay only 56% of the last earned wages in employment benefits. With the new austerity plans the government wants to save up to 3.9 billion euros over three years.

After an earlier strike in nursey and elementary schools, teachers organised a nationwide strike demanding a rise in purchasing power and in protest if a new education bill that was voted through parliament in February 2019. Some 40% of the countries’ teachers are believed to have participated in the action. Part of the new education bill is to increase compulsory education with 3 years without allocating additional funding for schools. Another mobilizing factor was the public service reform project. It provides for increased recourse to contract workers, greater individualisation of remuneration, and measures to "promote mobility" of staff, which are part of the objective of reducing the number of staff by 120,000 by 2022.

A new study was published that measures the employers' coverage and the impact of the representativeness of the branches on these companies. Measuring the employer audience also makes it possible to determine the coverage rate of employers' organizations in a given branch. This kind of systematic measurement of the audience of employers 'organizations at the national, inter-professional and professional levels was set up for the first time in 2017. The study shows that one in four companies, on average, are members of an employers' organization while two out of three employees work in these companies. In general, it is in sectors where employment is highly concentrated around a few large companies that employee coverage rates are high. Furthermore it appears that conventional wages are slightly higher in the branches where the employers coverage is high

For the first time since the yellow vest movement started there has been joint protest march together with a part of the countries’ trade union movement. The country’s biggest trade union, the left-wing CGT, invited the yellow vest movement to join them in nationwide protest over taxes and purchasing power. In Marseille, Strasbourg, Saint-Nazaire, Montelimar, Toulouse, Rouen and Le Havre, thousands of red and yellow vests marched together in opposition to the government. Although the yellow vest movement and the trade unions share some concerns, such as unfair taxation and the lack of purchasing power, an intensified collaboration between the two movement doesn’t seem very likely. From the side of the yellow vest movement there’s a lot of scepticism towards official institutions, and trade unions are by many seen as a part of this institutions. A lot of trade union members, on the other hand, have problems with nationalistic or far right elements within the yellow vest movement.

XPO Logistics, a European leader in transport and logistics, has experienced a short national strike in which around 80% of the staff participated. Work at CPO Logistics centres of Artenay (Loiret), Meung-sur-Loire (Loiret), Ingré (Loiret) and several others (according to the unions) was slowed down or totally put to a hold because of the strike action. Following the strike action management of XPO logistics started negotiations with union CGT, CFDT and CFTC and an agreement was reached the same day. The agreement includes a salary increase of 2%, transportation allowance of 110 euro a month and 1 additional day of absence for sick children per year.

A month-long strike at Cosne hospital over unpaid overtime seems to have been effective. The director of the Cosne hospital stated that they have obtained help from the regional health agency and are now able to pay up to 100.000 euro more in overtime. Without the financial help from the regional health agency the hospital would only be able to pay up to 80.000 euro in overtime. The extra money will be accompanied by a redesign of the organization so that the problem of overtime payment does not reoccur each end of the year. Unions state that they are happy with the progress and that they will consult with their members.

Air France and unions representing ground staff have signed a new collective agreement for 2019. The deal will provide for pay increases of 1.8%, as well as money to finance individual bonuses and measures to make the payment of overtime easier. Last year the airline was hit by a series of strikes that had a huge financial impact and even led to the departure of the chief executive. The collective agreement, that was signed with trade unions CFDT, CFE-CGC, FO and UNSA aerien Air France comes in addition to an earlier agreement that was signed in October 2019 to put an end to the industrial unrest.

Trade union CGT called Air France ground staff for a 4-hour work stoppage at the Marseille-Provence airport to denounce the working conditions. One particular problem is the organization of employee schedules. The call for a strike comes as three of their colleagues stationed at the Marseille port of call committed suicide at their homes between November and the end of December 2019. The three employees, aged between 32 and 50, were working on the tracks or were mechanics. In response to a request of the social partners, the management of Air France in Marseille has proposed the establishment of working groups to involve all workers in the organization of their work.
